User is the weakest link
According to Van de Looy banks are focusing, often alongside a sufficient technical security, rightly on raising awareness and informing the user. "There is in fact only one rule: never give away numbers and codes in email, because the institution will never ask you that way." Technically, regular monitoring is necessary.
